Yes, It is client dependent.

What is Infotype?

INFOTYPES Declare HR info type .Infotypes are the only way to pull current HR data from a screen in HR. Other modules only utilize screens; however, in HR the same screen can be utilized multiple times for different reasons (i.e. New Hire, Termination and Leave of Absence). ABAP programming must utilize Infotypes to capture accurate information.

Infotype is nothing but a table..

Objects used in several clients are called client independent while objects used in a specific client is called client dependent. In the table field attributes, if the MANDT field is present that table is client dependent.

So Infotype can be client Independent or dependent....But the data in the table(infotype) is client dependent..
