Is there a way to allow only view access to IMG.

In addition is there a way to minimize this transaction to business areas such as finance versus HR.

You can create a "customizing" role by going into the menu tab in PFCG. In the "utilities" area there is a customizing auth option - select this and you will be able to create a role that has all of the tcodes associated to the IMG. But before you go there you will need to have a project view from SPRO. If you want to create specifc roles for the functional areas, then create the project views accordingly since you will need to select those in the PFCG.
