"Generate Relationships' Function Code Greyed out in IW32

In the customer system I'm working in, the menu option function code 'Generate Relationships' is greyed out and I can not figure out why. I have checked user exit 'EXIT_SAPLCOIH_006' - 'Exclusion of Function Codes' for custom code disabling the 'AOER' function code (function code for geenerate relationships) but can't find a reference to it anywhere. I havealso set a breakpoint on 'set pf-status' when entering iw32 and I notice 'AOER' is not on the exclusion list.

There has to be some other way that this menu option is being disabled, maybe a spro setting? any help would be greatly appreciated.
