Hi

Click on the following link to know more about workbeck:

http://help.sap.com/saphelp_nw04/helpdata/en/ab/5c46f64c5911d192f30000e829fbc6/frameset.htm

There is no specific explaination for Runtime. During runtime the system takes the definitions from workbench - dictionary, code from either program or FM or any other type of program they remain till the end of the execution. But when you think about sharing memory between internal session and external sessions the shared memory will be available till end of the session and end of the login respectively.

In simple words you can say... ABAP Runtime uses Workbench tools to run .

Regards

Surya.
