I think you meant.....

WRITE <b>SPACE</b> TO wa_final+h_offset(20) .
*OR 
WRITE <b>' '</b> TO wa_final+h_offset(20) .

Both will do the same, but I like to use SPACE as opposed to a literal, this is strictly a preference, I just think that it is easier to read.

Using SPACE is recommended.The difference can be noted if we have too many place to display them. In a case where the number of spaces are displayed at lot of places, eecution is faster if we use SAPe instead of ' '.
