Sync Prod with Development

One of the interview question I was asked that "How we can Sync Development with Production or other way around?". I thought it could be done through client copy which is not correct. Someone can answer this please. Thanks in advance.

probably the interviewer's concern is about Sync of

Security related things in DEV and PR. If we make changes to the roles which are getting used in all Systems DEV,QA,and PR normally we transport them and we sync the changes in all systems.

obviously its a different issue if the roles are

Development specific, production specific,etc.

and any custom auth. objects,fields,etc.

and lot other issues.
