INACTIVE KF DATA RESTRICTING

I have 2 different planning levels, I have to disaggregate data from one KF to another KF, but I also want to restrict an INACTIVE KF to not record that data and keep it null, How to I disaggregate data to other KF restricting the INACTIVE KF?
