Can I use SAP IDES as a testing environment for ABAP scripts (create & run ABAP scripts)?

What do you mean by "ABAP scripts"? Do you mean ABAP programming?

Hi Dominik,

Yes exactly, scripts contains ABAP programming language, to be specific they are used to export data (tables) from SAP.

Can this be done in SAP IDES?

Yes, ABAP programming can be used in IDES, at least from technical perspective.
