You need to ask the functional consultant who asked you to develop this program to provide you with a specification document in which the logic should be described.

Community members cannot know the reason why you have to develop a custom program and what problem that is not feasible in standard this program is supposed to solve.

Actually MIGO reversal is based on business requirement and getting confirmation on statutory impacts, better go ahead with by reading Material document / Material document year and get information/Records and pass to GOODS_MOVMENTS_CREATE with exact movement type by consulting MM/PP consultants ...

What you are proposing will not post a material document cancellation! It'll just post a material document with a reverse movement type. You should not confuse material document cancellation with posting a material document with reverse movement type.

BAPI_GOODSMVT_CANCEL function is very straight forward to use and it's documented. You just pass to it the material document that you want to cancel. That's it. Also see how cancellation of a material document in MIGO or MBST transaction works - the concept is very much the same.
