Error in Inspection Plan created through BAPI_INSPECTIONPLAN_CREATE

Dear SAP Gurus,

My issue is as follows,

I have created inspection plan using BAPI 'BAPI_INSPECTIONPLAN_CREATE'

Inspection plan was sucessfully created.

While results recording for the created inspection plan,

It is behaving abnormal, ie quantitative characteristics are giving error

"Enter a valuation for this qualitative characteristic" (It is behaving as a Qualitative)
