Error while creating Users in OIM

HI Experts,

In OIM (oracle identity manager) , our task is to " Create users in Oracle and assigning multiple roles to the users ".

(For creating users we are using BAPI_USER_CREATE1 and assigning roles to the users we are using BAPI_USER_ACTGROUPS_ASSIGN ) ,

Note : SAP system Configured with LOG ON group .

When we try to create , 100 users and a assigning roles to that , only 4 users was not created out of 100 , and the error as follows :

com.sap.conn.jco.JCoException: (102) RFC_ERROR_COMMUNICATION: Connect to message server host failed

is their any way we can fix this error

So we disabled LOGON group connection in RFC , after that all 100 users got created successfully.

Now when we are trying to create 500 users at one instance, again we are getting the above error .

So what could be the reason for this issue. Kindly suggest some ideas to resolve .
