VA02 restriction for condition tab

Hi Gurus,

below is my requirement please let me know is it possible or not? if yes how?

one person should be able to create order and enter a discount in VA01 after that in VA02 he should be able to edit all except in condition tab amount field.

another person should be able to do evrything in va01 and va02(like manager).

i tried to check with object V_KONH_VKS by giving display but not working(he is able to edit)

please help me to solve it.
