Can any one tell me, Is there any option for enhancement in "BAPI_MATERIAL_AVAILABILITY" in 3.1H Release of SAP .

If you refer to the enhancement framework: not a chance. It didn't exsit back then.

User-exits? Perhaps, but you'll need to look them up yourself.

Modification: always a possibility but only if you really know what you are doing (but that goes for any type of change you want carry out in standard SAP).

I can't believe anybody is still running on 3.1H (happy to learn better...). You're on your own, I'm afraid.
