Please let me know the way to convert the language of a layout set and the purupose of new window.

I think you can't change a form language. But, you can make a copy creating a new form in other language.

Utilities->Copy From Client.

Remember to log on the language of your interest.

Hi,

Use the Transaction Code SE63 for language Transaltion. It will help you to do the Translation.

The purpose of new window without touching the existing windows you can create new window for your requirement for that need to define text element.
