Workflow: send mail when Net value is changed

Hi,

1) I have created a workflow, which triggers when ever the sales order is changed. It is working fine. I want to put a condition that it shoud send a mail when ever the Net Value is changed. Can anybody please let me know how to achive it. I am trying to put a condition from the conditions button in start Events tab. I can find the Net Value in the screen, but how to put the condition when the Net Value is changed.

2) I want to send an external mail. Can any body please say me the procedure.
