Debugger is not Activating in development server

Dear Friends,

I have set debugger in my program but when I am executing the program, debugging is not getting activated and after some time "Maximum Runtime exceed" this message is showing. And this problem is coming for all programs.

This problem is started from today morning.Please solve this problem.I don't know why it is happening.

Looks like basis issue and i think this is due to work processes.

Pls check note

Note 2104 - Error messages DBIF_...._INVALID_CURSOR

which indicates how to increase the parameter

Pls take opinion from Basis / SAP before implementing the note
