A simple search in SDN would give you more than enough information on Value tables and Text tables.

as you know sap can work with differnet languages, in order to store text in multiple languages a value table can have a text table. text table has the same key fields as of the value table with an ADDITION of SPRAS which is the language key. In this way the language u select in the login screen respective text are picked from the text table.
