Can any one help how to to know the previous owner and new owner details.

i think you have changed the owner of open request and want to know who all have changed the ownership.

For current owner details you select from table e070 it stores all inf of request.from there get the owner.

for previous owner's no idea if sap keep tracks of it or not

you could check the action log of the request/task.

"Goto->Action log" in SE01 transport overview.
