      <description>&lt;HTML&gt;&lt;HEAD&gt;&lt;/HEAD&gt;&lt;BODY&gt;&lt;P&gt;This is relevant in unicode environments. The number of chars may not correspond to the number of bytes used. Espacially when you are using national characters, the byte number is often more then the character number because a national character needs up to 4 bytes in unicode. So you have 1 character but 4 bytes (or three or two depoending on the encoding).&lt;/P&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>
